The last expansion team was always going to be in the west, now the conferences align. If things go sideways in Arizona or in another western city, they could end up somewhere like Houston or Kansas City. If things go sideways out East (Ottawa, Florida, Carolina) the team goes to Quebec.

I know there is no perfect way of outlining this. Right now Boston and Montreal are in separate divisions. But in order to do this you have to separate Buffalo/Toronto or Montreal/Boston and distance wise probable makes more sense to keep Toronto/Buffalo together.

I see Arizona moving into the Central. They are the most easternly option and they don't operate on Daylight Savings Time so they are only 1 hour behind much of the season. Finally, makes it easy to slide the team to Houston or Kansas City or Cleveland once Seattle joins the league.
I heard the expansion fee was $650 million, up from the $500million Vegas paid. That is crazy cash for the owners, add on another $300million relocation fee paid by one of Carolina/Florida/Ottawa to move to Quebec City (all of which is non-Hockey Related Revenue) and the owners are seeing quite the payday in the last few years.

Cap went from 73mill to 75mill between 2016-17 season and 2017-18 season. Didn't see the cap jump
2017-18 season to 2018-19 season went from 75mill to 79.5mill. You saw the cap jump 2 yrs after they were approved.
Seattle approved Dec 4th, 2018. 1st season will be 2021-22. Either we'll see the cap jump in 2020-21 season, or the 2021-22 season.

Hopefully this expansion team will prevent a lockout... but i doubt it.
Everyone is going to want a piece of the 650 million dollar pie and negotiations are going to be brutal. I could see a full season lost.
If Seattle wanted to win fans over they should have negotiated a discount if there does end up being a lockout before they enter the league.
It's really weird that Vegas isn't going to miss anyone in the expansion draft. They can acquire all the players other teams are unable to protect before the expansion draft for pennies on the dollar.
