Now that Hellebuyck has signed his new deal, for the cap league in my sig. I will have ~$12M tied up in my goaltending which seems less than ideal in a start 1 scenario.
Which one should I roll with as my #1?

I think Winnipeg is on the rise and Washington is on the decline (way to point out the obvious PH) so so I think this year Holtby might be a bit better option... but next year and afterwards I would say Hellebuyck...so for the salary savings I would move Holtby.
I also like the idea of Grubauer... he might become a starter for you... especially when Varlarmov is oft-injured.
I would go with Hellman due to the cap hit at 6 and change for the next 6 years and the upswing Winnipeg is seeing now that should sustain for forseeable future. Holtby is amazing and at a similar cap, but contract will end sooner and you bet he will land more than the extension Helly just signed. Save your money and go with a good tender on an up and coming team.
I'd expect you will get a lot more for Hellebuyck than you would for Holtby, so what the return is matters a lot.
I do like Grubauer/Saros as guys to try and get to be your #2.

Helle and the Jets have a solid window of contending coming up, and a fresh contract guarantees him at that price for the foreseeable future. No brainer IMO

We’re expanding from 22 to 24 teams this offseason so I think what I’m going to try is package Holtby + some of the pieces that wouldn’t make my protection list to the Grubauer owner who also has Erik Karlsson. His roster needs some help so I might be able to pry Karlsson from him for the right price.
