There is word today that Artemi Panarin has told CLB that he is not ready to consider an extension ?at this time.? (UFA July 2019.) As a result, the Blue Jackets are testing the market for him.

Depends why Panarin is holding out.
If it's because he doesn't want to stay in CLB or if he wants to test the free agent market.
If it's because he wants to test the FA market CLB is going to have a hard time moving him for value.

We do have to remember that most NHL players (those not named Jimmy Vesey & few other examples), don't get to pick the first team or two they play for.
They get drafted, they get traded, for their 6-7 years through RFA - they play on the team that owns them.
Panarin was undrafted, then signed with CHI (true), but maybe instantly just didn't feel loved there - and then CHI moved him upon learning his contract demands.
For some guys, especially foreigners, I think they really yearn for a lockerroom where they feel comfortable.
And CBJ - it's pretty much a North American team, save for Bobrovsky - who - is a goalie... and goalies are just fuggin weird and nobody in their right mind hangs out with a goalie!
So... I don't hold it against Panarin that he may simply have a lifelong dream of playing alongside Ovechkin... or Malkin... or Tarasenko.
Who knows.
People can sometimes snootify the player as not being willing to negotiate - but maybe he just wants to pick his team.
I mean, could any of you imagine coming out of college and some company signing you up... but you don't get to choose.
After 6-7 years of being forced to work for a company, you might like that company... and you might say "Listen, I have a company I really want to work for."
I don't think this is much about the money.
I think Panarin just is looking forward to his chance to choose in 2019... and he's probably conveyed that desire to CBJ.
In fairness to CBJ, once told - they're going to flip him for whatever assets they can.
But - nothing wrong with Panarin here.
Panarin's just doing what ever star-level talent should do. Short term deals to constantly maximize value. Bet on yourself.

The Blue Jackets are just doing what any sensible organization should do as well. They aren't going to lose him for nothing next year if he doesn't want to re-sign there so why not listen to offers now while he still holds value with one year left on his current deal.

I have no issue with Panaring declining an extension. He has the right to test the market next summer.

he hasn`t declined any extension. He only told Columbus he does not want to negotiate at this time. Maybe he`s got some personal stuff on the go or is on vacation and doesn`t want to be hassled, but he`s willing to negotiate in September.

To my knowledge, Chicago never discussed a long term contract with Panarin. They signed him to a 2-year, bridge deal the winter before they traded him. They didn't have the cap space to sign him to a long term deal. Chicago did want to get tougher to play in the playoffs after last year's embarrassment against Nashville. They also wanted to give Toews a linemate that he'd had success with which is another reason given as to why Panarin was traded for Saad. And I would say Panarin fit in well with Chicago.
