    Simple approach here since your league is quite shallow for a keeper:

    1) Go to Dobber's top 200 prospects list
    2) Start at the top, find players that fit your criteria (ie available, in minors, etc)
    3) Add them to your roster

    In your league you are likely going to be able to add more widely-known prospects to your team. No need to dig too deep for sleepers.

    you're plan seems a bit scattered.

    Perhaps you should just start with cross referencing Dobber's lists with players taken in your pool. Make a list of the top available Forwards, Defensemen, Goalies and post the top 10 available for each position here, rather than running around looking for any available player to add in a very shallow prospect league
