Really? I guess it largely depends on why he missed the all-start game? An illness... so I guess he is allowed to play on Tuesday, my guess is that he is health by Tuesday and able to play.

The NHL my regret this rule... because player that don't want to play in the All-Star game are going to pretend they are in grade 8 and calling in sick on the day of the math test.

He will play. NHL gave CLB an exception and he won't be forced to sit out. I'm too lazy to look up the source where I read this.
