I'm as big an OEL fan as there is, but I'd still go with Hedman here.
Then I'd go with OEL followed by Carlson.
I'm also a pretty big Carlson fan, but I like OEL's upside over him, especially once McDavid or Eichel arrive (guaranteed one of those two in Arizona next year).
Anyway, you don't care who is #2 in my opinion. You wanted to know who I'd rank first, and that is Hedman for sure.

In all honesty though, I'd rank them Hedman, OEL, Carlson. Plus I think you'd have an easier chance at redrafting Carlson than OEL

Hedman but its close with Carlson. Had no idea until just now that Carlson has never missed a game since becoming a full timer 5 years ago that almost tipped it to Carlson for me.

Hedman, OEL, and then Carlson only because of SOG. If your team was fine for SOG, then Carlson bumps over him. OEL pumped like 270SOG last yr. Which was 2nd in D, only behind Karlsson and up on Burns by 15+. His PPP:Pts ratio is very good too, 20PP:43Pts, which is where a repeatable yr ratio should be. Karlsson was 30PPP:66Pts as an example.

I go Hedman, Carlson, OEL too, but it's close. Hedman is always an injury risk so it's risky
OEL shot like crazy this year and that's pretty huge. IMO this was because he had to -- he was one of their best remaining offensive weapons due to injuries and trades. TBH if the Coyotes got McEichel, I think it actually takes some of the pressure off. He may be able to pad his point totals a bit, but I don't expect he shoots 260 times again if they bring in some good forward talent in the offseason.
You also have to keep in mind that while OEL might hit the lottery with this year's draft, Carlson and Hedman already have. Hedman's got Stamkos, Kucherov, Drouin, and others. Carlson's got Ovi, Backstrom, and likely Green on the move to give him unimpeded access to both of those guys.
