Katy Perry lip-sync'd that half time show as good as anyone previous to her did. Good job Katy. No wonder the NFL wants performers to pay to perform there; no one actually sings at the stupid event anymore so why pay these "performers" big bucks to watch them walk around.

NFL is who decides they lip-sync. It's way too big of an event to risk something going wrong by letting the performer actually sing. It's been that way for a long time. They record the performance the day before and then replay it for the half time show. Surprised more people didn't know this.

Actually... the NFL decides that the instrumentals are pre-recorded. They don't want to risk bad sound / equipment malfunction. The singers themselves decide if they want to lip-sync.
Bruno Mars definitely didn't lip sync last year and he was incredible.
