    League Summary

    League Host

    1. Yahoo Fantasy Sports will host the league.

    2. All drafts are done via email. Rosters will be manually entered into Yahoo Fantasy Sports, but maintained throughout the season on available web space.

    *By league rule, if you do not have a goaltender report for at least 3 games within a week, you will automatically lose all four games.

    Team Names: All SCHL teams will use the names of NHL teams and their affiliates. Statistics will only be kept for players assigned to the organization’s Pro team. The SCHL will be a Salary Cap league based on a Head to Head scheduled within Yahoo. All member franchises must set up a Yahoo team when leagues are opened and allow for complete access to the Commissioner and Co-Commissioner. Membership fees will be determined at the end of the regular season and must be submitted prior to June 1. For the inaugural season membership fees will be $25.00.

    Salary Cap: There will be Upper and Lower limits of spending equal to that established by the NHL prior to the Free Agency signing period. For the first season the lower threshold will be $40.4M and the Upper $56.7M. Each franchise must have committed total salaries between these two thresholds no later than October 1 of each year.
    The maximum salary a player can earn (20% of his team’s total available cap or $11.2M) must be strictly adhered to.

    Roster Makeup: 4 C\'s, 4 LW\'s, 4 RW\'s, 7 D\'s, 2 G\'s, 2 Bench, 2 IR

    Roster Moves: There will be a limit to the number of roster moves (FA Adds, Farm Call Ups/Demotions) that can be done in a season. A maximum of 50 moves for the regular season. Each roster move will have a $10,000 fee associated with it for a potential total salary cap hit of $500,000.

    For the purposes of this rule, each farm call up will have allowance for a subsequent demotion of that same player (at a later date) or another player at the cost of one transaction ($10,000). As an example: Nikita Filatov is recalled from the Syracuse Crunch. The cost of the move will be $10,000. Filatov is later returned to Syracuse. There is no additional cost. Or if Nikita Filatov is recalled from the Crunch and Michael Peca clears waivers and is assigned to Syracuse the fee is $10,000. If Peca is recalled and clears waivers while Filatov is returned the cost would be an additional $10,000 for the completed roster move.

    During the playoffs each team will be allowed a maximum of one move per week. There will be no associated cost for the move as it is conducted during the post season when salaries have already been completely paid to players. The only circumstances where more than one move may be conducted at this juncture would be in the case of a player being moved to IR, listed as DTD or returned to the NHL team’s minor league affiliate.

    Farm Team Makeup: Minimum of 15 - maximum of 20 players under the age of 24 & less than 150 NHL games either selected by an NHL Parent Club or signed to an NHL entry level contract.

    Farm Team Eligibility: Farm players are allowed to go back and forth between the Farm and Parent Club roster throughout the season. When a farm player moves to the active Pro roster, the GM will have to drop another player from the Parent Club active roster, in accordance with normal Yahoo free agent rules. Any available free agent player eligible can replace the called up player on the organization’s farm team.

    Farm players may only be placed on Injured Reserve (IR) if they were playing on an NHL 23 man roster prior to being injured. Farm players can replace NHL active players placed on IR via emergency call up. There is no fee associated with an emergency call up as long as the player is only replacing an injured player on a temporary basis. The farm player must be returned to the minors prior to any NHL player being added to the Pro active roster. This farm player is protected from waivers based on the nature of the call up.

    Without an available roster spot on his farm team, a GM must make space before any demoted player is allowed to return to the farm team. Minor league players may only be added to the starting roster if they are playing in the NHL. If a farm player is on your starting roster and is sent down to the minors by their real NHL club, you must move that player to the minors or release his rights completely to Unrestricted Free Agency (UFA). The roster spot on the Parent Club must be filled from a waiver claim.

    Waivers: During the regular season all players (Pro or Farm) completely released from a franchise will immediately become an Unrestricted Free Agent (UFA) eligible for selection Monday of each week as a part of the Waiver wire. Waiver order will be determined by the current league-wide standings of the teams making selections i.e., the team with the least number of wins the Friday prior will have the first opportunity to select any UFA. If that team does not put in a waiver request, then the team with the next lowest total of wins will receive the opportunity to place a waiver request.

    Trading: All trades are to be reviewed by the Commissioner and Co-Commissioner prior to acceptance and submission to the GM community. The criteria for a trade to be accepted by the league office are as follows:
    • Player’s salaries must fit within the framework of the league’s current salary cap.
    • Prospects involved in any transaction must be assigned to the respective farm teams and may only be recalled at the discretion of the GM following a 24 hour holding period (So that the prospects eligibility to the Pro team can be properly reviewed).
    • Draft picks involved in any transaction must meet criteria according to their assessed value:
    1. first round selections will be valued at 5 pts or 100%
    2. second round selections at 4 pts or 80%
    3. third round to seventh round selections at 3 pts or 60%

    The value of a previously drafted prospect will be associated to his depreciated value. For each season a prospect plays without having signed an NHL Entry Level Contract (ELC) his value will be reduced by 10%. As an example, Rob Schremp is selected in the first round of the 2004 Entry Draft by the Edmonton Oilers and valued at 100%. He plays two seasons with the London Knights of the OHL prior to a trade being struck between two SCHL franchises. Team “A” wishes to trade Schremp for equal to his assessed value, which would then be reduced to 80%. Therefore Team “B” should place an offer equivalent to 80% (a first round selection (first round = 5 pts x 20%) or two second round selections (second round = 4 pts x 20%) or perhaps a prospect of equal or greater value.

    The Commissioner or Co-Commissioner will be the only members who may find fault with a pending trade. All trades may be returned on one occasion to the parties involved for adjustments deemed necessary to either prevent the perception of collusion or the significant detriment of one or more franchises. Following the resubmission of the proposed trade, if it is still deemed to not properly fit the criteria of a reasonable transaction, the league office can reject the offer as insufficient.

    Following a formal rejection, if there is further belief by the parties involved that the trade would be beneficial, they may request for submission of the updated trade to the league as a whole for a veto vote by the membership. Only a two- thirds majority returned in favor of the trade will ratify it as a valid transaction and assets will then be allocated as describe further in this rulebook.

    End of Season Rosters: At the conclusion of the playoffs the salary for each player will be adjusted to the next season’s rate i.e., for a player signed through the 2009-10 season, once the 2008-09 is concluded his salary will revert to the new salary amount.
    Unrestricted Free Agency: Once the playoffs are complete, a player without a valid contract for the upcoming season will be committed to Unrestricted Free Agency (UFA). The player’s salary must be recalculated (using the formula listed below) by measuring the increase or decrease in the cumulative total of statistical categories during the previous campaign (see Fig 1 and 2).
    If a GM decides that this salary is unsatisfactory for his budget, he has the option of releasing the player to the UFA pool. This player may be selected by another GM during the Free Agent Draft and signed at the new salary providing there is available cap space or space can be manufactured by the release of other players.
    As an example, Jaromir Jagr is in the final year of a three year contract paying 7M. Following a calculation of his new salary based on his performance the previous season, it is found that his salary request should be adjusted to reflect a 6M salary. This salary would be added to all salaries of that organization if accepted by the GM. If the GM rejects the salary, Jagr is released to the UFA pool with the attached 6M cap hit to any GM wishing to acquire him for the upcoming season.

These new salaries will then be added to the total of all contracted players for a total hit against the new season’s salary cap.

    Restricted Free Agency: Farm players and prospects not under contract that are over age 24 or have played more than 150 NHL games as of Oct 1st of the previous year will have their performance reviewed. If an increase of greater than 25% in point production is found the organization must resign the player at their requested contract rate. If the GM chooses not to resign the prospect by June 1, he will be deemed to be a Restricted Free Agent (RFA) until the first Friday in August and eligible to be signed by any member team in good standing. The organization holding the original rights to the restricted player will have 72 hours to match the offer. If the organization chooses not to match the offer, they will be compensated with draft picks relinquished by the signing organization.

    Following this period if the player still remains unsigned to a new contract he is released to the Unrestricted Free Agent (UFA) pool and can be selected by any member team during the Free Agent Draft.
    As an example, Evgeni Malkin finishes a second productive season. His ELC is expiring and he is subject to a performance review for his new salary. Per the formula Malkin is subject to an $8M contract for the 2008-09 season. Team “A’s” GM would have to sign him for this amount or trade his rights to an interested party for compensation. Team B would have the right to sign him for the appropriate amount of compensation (five first round picks).
    Players that are 24 or under AND have played in less than 150 NHL games, will not need to be signed to new contracts. They will remain prospects until the criteria are met for restricted free agency.
    Draft Order: The SCHL Entry Draft will be scheduled to begin the Saturday prior to the NHL Entry Draft in June (to best add mystery to where prospects will be selected) and be conducted via email with 8 hours intervals available between each pick. The draft will be concluded after 3 rounds. The last place team will receive the second overall selection while the first overall selection will be assigned to the team that finished one place above the last place team. The draft will be snaked i.e., in the second round the draft order will be reversed with the team receiving the last selection in the first round having the first selection in the next round and so forth.

    The SCHL Free Agent draft will be scheduled to begin the first Saturday in August and be conducted via email with 8 hours intervals available between each pick. The Free Agent draft will be concluded when all roster spots (both Parent Club and Farm) are filled. The first place team will receive the first overall selection. The draft will be snaked with the exception of the third round, where the order will mirror that of the second round. The fourth and each subsequent round will follow true snake order starting with the first place team of the previous season.
    Draft Eligibility: For the Entry draft a player is available if he is of draft age as of Oct 1 of the upcoming season or has been selected in a previous NHL Entry Draft but unsigned to a ELC. Players can not be selected in the Entry and Free Agent draft if they have not been selected by an NHL franchise. Players signed to overseas contracts are ineligible unless they have at one point held a NHL roster spot.
    Penalties: Failure to adhere to the salary cap will be followed by a $500,000 fine for each day the Parent Club’s roster is found to not have been in compliance. Each GM is responsible for properly calculating available cap space, checking this against the season’s thresholds and making the necessary adjustments to remain in compliance. Spot checks will be conducted by the Commissioner and/or the Co-Commissioner. Proof of non-compliance must be submitted to the SCHL community prior to an owner being fined.
    The first suspected instance of collusion or tampering by a GM will be followed with a review by the Commissioner and a randomly chosen member GM. If significant proof is found the GM’s in question will be fined $1,000,000 and a loss of either a first round SCHL Entry Draft selection and/or first round SCHL Free Agency selection. Subsequent suspicions of collusion or tampering with significant proof will result in immediate revocation of the SCHL franchise by the league’s home office until a suitable GM can be selected.
    The first suspected instance of an inattentive or inactive GM will be followed with a review by the Commissioner and a randomly chosen member GM. If significant proof is found, the inactive or subdued participation will result in a warning followed by the immediate revocation of the SCHL franchise by the league’s home office until a suitable GM can be selected.
    Prizes: Based on the total number of GM’s participating in any given season, the payout will be allocated as follows:
    • First Place Regular Season – 25% of total and the first selection in the Free Agent Draft
    • Second Place Regular Season – 15% of total
    • Playoff Champion – 25% of total and League fee waived for the next season.
    • Playoff Runner up – 15% of total

    To answer your questions, I would say that the cap would remain the same. The size of the league really shouldn\'t change that.

    As far as keepers are concerned, I would say that the number of RFA\'s and UFA\'s selected by a GM would dictate that. If you have a number of guys with 1 year left on there deals, the you will have just that many guys who are possible going to be released to free agency should you choose not to resign them.
