From what I understand it is exactly what it sounds like. A league that plays in the Spring Training facilities (in Florida, there is also an Arizona version) complexes, so the teams play out of the Spring Training facilities.
From a competitive perspective it is a single "A" and "rookie" league, the lowest rung of affiliated baseball.
However, the team plays out of Dunedin where the Jays have their big spring training complex.
So he will have all the high-tech gizmos and gadgets, all the training staff and coaches, and some pretty weak competition to hopefully strike out.
Hopefully he finds his game, if he does maybe he gets a start in AA or AAA before an eventual recall.
