Definitely Ramsay imo. Obviously they want it to be vague in the show right now, but I think the fact that the dieing soldier referred to "Ramsay" as "you little bastard" was probably a nod to the book-readers that it is him.
This is exactly the kind of thing Ramsay is into; letting prisoners go only to pull the rug on them and re-capture them with severe punishment for "escaping".

What a great ending to last night's episode! I knew Danaerys (can never remember how to spell that) could understand the slave owner! Classic! I didn't really like her character very much until this season, she totally won me over in that episode.
