His skills are atrocious and there are other rugged guys available who are better skaters and have better puck moving skills. I think he makes a career as a journeyman 7th dman and perhaps spends a lot of time in the AHL. Others might think differently though.

He's there because he's better than Potter and Whitney. At this point, Whitney and Potter are barely NHL d-men, and same goes for Peckham.
Long story short, he's there because the Oiler's options for #5/6/7 guys are abysmal. Assuming Fistric is re-signed and Klefbom joins the team, Peckham will be a #7 at best next year/injury call-up.

Only team in the NHL Peckham makes it on is the oilers. Reason he is there is to add grit. If the rest of the team weren't such daisies he would have been in the AHL long ago.
