I will not be keeping either beyond this year. DO I go with Simin's skill or Dustin's Roto stats ( we don't count hits, but do count PM)

I agree. With this sort of pick, you also want the one that could be a homerun. Healthy, Gagne should have a top-6 role, Penner not so sure imo.
