I'd say the most important issue to be addressed in the new CBA would be a no lockout, no strike clause so this doesn't happen again. Maybe the next CBA ends at the end of July, and if a new agreement isn't in place by September 15th the league and PA go to binding third party arbitration with a decision rendered by the start of the season in early October. Neither side will want third party arbitration, so it should never get that far and an agreement should be reached before the season starts. From the league's perspective it makes sense in trying to bring fans back to the game with some assurance we won't be in this exact spot when the new CBA expires. For the players it's obviously some assurance they won't lose any pay due to a work stoppage.
I'm really surprised the PA hasn't publicly voiced a willingness to do this, if only to put pressure on Bettman. If Bettman (and by proxy the owners) truly love the game as he says, which I personally believe is bull$hit, he would be hard pressed to justify not including something to send a signal to the fans, sponsors and people who work in hockey that these stoppages won't happen again.

This won't ever happen as a lockout is the biggest negotiating tactic the NHL side has.
Of course the NHL can offer to say this but it would be aimless for them to put it in a proposal. However I do agree that they should come out and say they want this but that can be said for many other things. |
