    I've heard this mentioned a couple of times now but this is from Elliotte Friedman's latest 31 Thoughts:
    20. Not a lot of rules talk at the GM meetings as 100th-anniversary celebrations dominated discussions. But some of the things that could come up at the deeper meeting in March include: one-minute penalties, including anything called in overtime. (Some GMs also want that for puck-over-glass and face-off violations in regulation.) There will be talk about an automatic instigator for starting a fight after a legal hit. The other one I heard was the possibility of no line change by a defensive team if it is responsible for knocking the net off its moorings.
    I love the idea of one-minute penalties if it's done properly. I've never liked the idea that boarding and elbowing get you the same minutes as delay of game or too many men on the ice. So why not give one-minute penalties for these smaller, non-dangerous infractions? Is it better to throw the puck over glass and take the one-minute penalty? I don't really see that option being very popular even with just one-minute penalties. Players still want to avoid those penalties.

    Top PP unit would probably play the entire one-minute PP, so this would hopefully force teams to put all their best players on the top PP unit instead of trying to balance the two units. That's a good thing for the top players, especially in fantasy hockey.

    Eventually, I hope this one-minute penalty option is expanded so that refs can call the game more strictly without someone being on the PK all the time. Maybe more penalties but make them shorter? A slash to the stick and you only get a one-minute penalty?

    What are your thoughts on this?

    I think it’s an acceptable argument for OT, given the parameters but I don’t like the idea of some regulation penalties (also heard/read somewhere for failed coaches challenge).

    If you miss a penalty shot, i always thought a 1min pp would be good. Some teams a PP is better than Matty Martin getting a penalty shot.

    Ya but as a coach, you make sure Matty Martin is “hurt” and you let the refs know that he can’t take the shot... if so, I totally agree... a PP is wayyyy better than a Martin penalty shot

    Personally I'd like to scale up the worse 2-minute penalties and call them consistently. Adapt or die.

    It would be interesting to go:
    1min for holding, delay of game etc
    2min for cross checking charging etc
    5min for majors.

    Something like that. It would I think let the “stars” shine more as more PP would be PP1 only and also add a dimension for PK1 specialists.

    I think it depends on how it’s laid out, but it could be a new twist.

    I also like the idea of 1 minute penalties. Particularly in OT and for minor infractions such as the ones mentioned here.

    Something I have mentioned on here previously is a full 2 minutes for more dangerous infractions regardless of how many goals are scored. This could cut down on some of the dirty stuff and also create more scoring.

    Godin stole my thoughts as well. I like the 1 minute penalties in certain situations, but a complete 2 minute penalty for roughing/charging/instigator etc would help crack down on a few things.

    Thinking more about this, I think I like the idea even more. But, I think it’s very critical on how each penalty is defined and can’t be let up to being subjective or an “injury”
    I agree about having the 1min PP for “minor” infractions
    Then I agree about the 2 min one for “hockey play, but more serious”ie slashing cross checking
    I think then maybe another tier like a double minor for things like a slash that draws blood as it is now, but also things like roughing, scrums after the play etc. I would think this wouldn’t affect manpower, but will also take the “meatheads” out more or if anything, “force” more Icetime for skilled players. I’d think it would also quicker the games a bit more.

    I think a major needs to extend down a bit as well to more slashing/cross checking/elbowing etc penalties but not sure how to make it defined and not subjective.
    I believe Godin above mentioned the unlimited 2 minute minor. It could work, but I think it becomes too subjective.

    I like the idea of 1 min penalties for over the glass and face off violations. I also like the idea of serving the full 2 min penalty for certain penalties (slashing, interference with intent to maim, kneeing, violent, potentially injurious type of penalties). I haven't thought it through, but on the surface, I like the idea.

    I dont like the idea of making any penalty shorter. Make bad penalties longer if anything. Boarding should be a double minor every time. I do like the idea of serving the entire 2 mins of a penalty as well.

    maybe I'm in the minority, but 1min penalties seem a bit too gimmicky. I'd rather see more double minors or even a 3min penalty for penalties for cross checking, hitting from behind. They should separate slashing penalties - 2min for slashing the stick. 3 or 4 min for slashing the body (risk of injury).
