Yes. For the next few years Weber is your guy for sure. Like Axeman says, Weber is a good buy low right now with Montreal's horrible start. Parayko will continue to improve, but 3-4 years down the road is too far away for me to be overly concerned.

I agree that Weber is superior in the short term. And in a relatively shallow format with 9 teams and McAvoy, Sergachev, etc. already stashed, I think you can likely withstand the loss of Parayko in the long term too.
I'd do the deal.

Why not use him to offset another forward? What is the appeal of Weber for you with that D out of interest?

Yeah, I have always had a soft spot for Weber, there was a period when he was IMO the best D-man in the league. Those days obviously gone now. But I like that he is a proven guy with the whole other d-corps being very young, and he should score a bunch of goals as he always does. Also, although the team is young, it seems like a contender, and with the young D both in roster and in bench the loss of Parayko does not seem too bad.
