Are there other teams that do this, yeah probably. I'd imagine that the vast majority of GMs cheat, or bend the rules to get an advantage.

Yes, full salary I do believe. But most teams have insurance on their players so an insurance company pays them. But the odd time teams don't take an insurance policy out on their players (Nathan Horton in CBJ) and then the team pays for them.

The NHL is also having Hossa go through an independent evaluation. Apparently this is common practice and has happened in the past, specifically in Philadelphia.
I was listening to a radio program, it was TSN or Sportsnet, don't recall which, and they brought up that the Leafs would actually be given more cap relief if they sent Lupul to the minors as opposed to putting him on LTIR.
I was hoping they'd elaborate and go into more detail, but they did not. Does anyone know anything about this? It doesn't make sense to me, but I'm curious if it is the case. If it is the case, then it's likely Lupul doesn't want to play in the AHL, nor does Toronto want him around their facilities, so it ended up being win-win that he gets put on LTIR.
Mostly curious if anyone knows anything about this.
LTIR is based off of a formula.
Basic Formula Example
The league upper limit is $69M. A team has an averaged club salary of $68M and a player with a cap hit of $5M becomes injured and the team places him on LTIR. The team is now permitted to spend up to a new limit of $73M:
- Cap hit of LTIR player is $5M
- Amount of cap space available to team = $69M - $68M = $1M
- Amount team can exceed the cap = $5M - $1M = $4M
- New limit = $69M + $4M = $73M
Burying a player in the minors doesn’t count towards the cap, but they get paid the full amount of their NHL salary by the team (Think Redden with NYR/Hardford(AHL))

To further elaborate:
Do believe they can move guys up and down before a certain date without waivers needed. So they can move guys from the NHL roster down to the Marlies for a day to get from 79.579mill to AS CLOSE AS POSSIBLE to the 75mill cap. Lets say after some moves Leafs are at 74.95mill cap hit (0.05mill space)
So you go Cap (75) – Team Cap Hit (74.95) = 0.05
LTIR plater (Lupul 5.25) – 0.05 (from above) = 5.2mill LTIR relief
LTIR player (Horton 5.3) – 0.05 (form above) = 5.25mill LTIR relief
Leafs cap goes from 74.95mill to 64.5mill
Leafs then bring up those players they sent down (4.629mill) so now they’re cap hit is 69.129mill
If the Leafs just bury Lupul in the minors, they don’t have to deal with that 0.05mill loss, they just pay Lupul in the minors and he’s not against the NHL cap, but he’s taking a spot away from a kid on the Marlies, which is more valuable than that 0.05mill cap space to the Leafs.
But if the Leafs can send players to the minors to go from 79.579mill to 75mill then LTIR Lupul and Horton, there’s no 0.05mill penalty. Which is what teams do with a bunch of roster moves in the next couple of weeks.
I could be off-base tho. This is just how I understand it

But lets look at Arizona, the team with the most cap space right now.
Bolland salary is 5.5mill
Cap space (75) – Team Cap hit (57.514) = 17.485mill
5.5 – 17.485 = (-11.985mill)
Because it’s a negative, Arizona won’t put him on LTIR, which is why he’s been on IR since Dec2015. But if they manipulate who’s on their roster and somehow get (theoretically) their cap hit up to 72mill the formula would be:
75-72=3
5.5-3=2.5mill
By placing Bolland on the LTIR, if Arizona had a cap hit of 72mill, they could go 2.5mill OVER the cap (75mill) if they desired.
