0.5 PPR, standard scoring
Fournette vs. Houston
Powell vs. Bills
Montgomery vs. Seattle
I want to start Fournette, but Houston is rallying and have a very tough defense... who has safest floor, highest ceiling?

I would have to agree that Fournette has the highest ceiling and Montgomery has the highest floor. Dependent on the rest of your starting options. Do you need to swing for the fences for the win? Or do you just need a solid contributor? I would lean toward Montgomery until we see how the Jags offense fairs this year.

In PPR, I'd play Powell.
Fournette will see high volume but Houston is not a great matchup. I want to see more of the Jags O-Line improvement before trotting him out every week.
Hopefully you went with the rookie
