I ,personally, would take this deal. You're in a cap league, Barzal is gonna be worth more than Shattenkirk when he puts up 50+ pts making Entry-Level Contract money. But I'm also a big fan of Niskanen, who I think his the Caps best D.
You're also really average at Center so I'd seriously consider taking this deal.
Barzal is the perfect target for you IMO. What are the other defenseman that the Barzal owner has?

Adding more pieces to a deal like this does nothing for you. You a better primary piece than Niskanen.

I'd also keep Shattenkirk in this offer. As mentioned, adding more pieces doesn't help the offer unless those pieces are worth your while. Mid to lower level prospects are not what you want added in.
