Fantrax has all this - a spot to post rules, rosters, they have draft software if you need it, a chat box and a message board. Plus a trade block

Proboards or Fantrax are the two I use. Proboards is visually more appealing. Fantrax has better functionality (including a draft app)
the fantrax chatbox is very handy for communicating with fellow gm's and as dobber states it has mssg board and an area to post your rules etc......you just need be a bit creative and you could technically contain entire league there without using an outside source that gm's need to visit for communication
fantrax draft applet has added a few new handy features .
you can select the number of picks you want the ''system'' to select if you use the ''draft from my queue'' option .This way , you can go to work , hit the sack etc...knowing that leaving your queue on will only results in it making 1 pick for you .In the past , leaving your queue on to help speed up the draft could result in , y'know....
also , its easier to move players up and down your queue in the applet now
