Halak is the best choice of those 3. Healthy, and has played close to average this year.
Elliott has been utter crap, and Neuvirth is hurt and hasn't been good, either.

I recently paid a buy-out penalty to rid myself of Elliott in my cap league.
Of the three there, Halak is your least shitty option.
