Where are you seeing the full list, when I look, even though it's open, nothing is working.
Yahoo has just opened and had a glance at their rankings. Let's say they are...interesting. Definitely emphasis on last year's production, some with little regard of their body of work and likely future production. Some are also head scratchers. A few examples:

Unless their pre-season rankings are also custom (we have FOW, Hits etc)? Do others get the same?

^That's where I'm looking and then you click on the little info box by their name and see the number. Couldn't find it anywhere else. Other than Burns they all seem to be in order.
Also James Neal at 20? Ha!
And Malkin at 36, even with the injuries seems a little low.
Bishop being the top goalie is unexpected.

Where do you see Price at 20? For me he shows up at 20, exactly the same as James Neal.

I don't know if I can stress this enough. I am floored. I'm used to yahoo stupidity, but the potential number one ranked forward by the end of the season being ranked between Val Filpulla and Brayden McNabb is just blasphemy.

Yeah Price at 91 and McDavid at 297 is insanity.
I'm sure they'll fix the obvious mistakes in the coming weeks but that is a major oversight.
Saw Pengwin's post in the 'Yahoo open' thread and I agree with the logic of a basic set of rankings based on the last couple years' worth of data causing some of these rankings. But some are still strange e.g. Doan but they should fix it. It was definitely a surprise to see some of them where they are ranked.
The rankings are unbelievably bad but I've never cared about those a tiny little bit anyway... Actually, it's good because it gives you an advantage over the casual fan and the autodrafter.
Having said that, I'm 90% sure they're gonna adjust it (though I hope they won't). I guess that's also why it's called "pre-season rank", I am not sure if they used this term in previous years. Or maybe I don't remember?
Some more evidence of the player position by some statistical averaging:
677 Michael Bournival TB-LW. He has no stats from last season, but is slotted in between players that did.
690-700 starts 11 players that didn't play last year but expected to this year: N.Jensen, M.Tkachuk, P.Laine, Crouse, DeAngelo, D.Strom, Dvorak, A.Matthews, Barbashev, Aberg, Radulov.
703 last "Pre-Season" Ranking
Kyle Connor, Puljujarvi, and several others with decent stats (the recently signed M.Cullen, the overseas Versteeg, unsigned Tanguay & Wiz, and recently signed Vermette) all come in next in the sort.
