General Conduct
====================

- If you've planned time away or if you believe you may miss some time due to ...fill in the blank... or just want to be cautious – set your roster for many days ahead

- If something in your life changes your circumstance and need time away we’ll hold your team for you for a while if you feel you’d like to return.

- If you get sick of the league for any reason, please do have the respect - decency – responsible conduct to announce that your leaving – don’t just MIA so we don’t spend time trying to contact to you for some thing you’ve no intention of responding to

- We all know responsible, respectful conduct at this point in our lives, apply it here (and hopefully throughout your life away from sports). If you're one who feels they "need" rules for every tiny thing in life, you're living in the wrong time, wrong place - this league isn't for you.

- Rephrased, any one conducting themselves with aggressive discourtesy - stretches of not responding to offers/emails/etc - not setting lineups - not executing routine roster maintenance IR cleanup etc or violating the ridiculously necessay Code of Conduct and/or Cheating rules below will be immediately removed from the league. If some one is not responding in timely fashion or etc let me know.


- Personal Conduct (see “cheating” below) – if any one conducts themself in a immaturish, foolish, rude, or otherwise disruptive manner including cheating, collusion, tanking will be penalized at 1st offense – 2nd = gone. Detailed below



Rule Change Process
==========================

- In season or out, if there is a rule you believe would be better if amended/removed or a new rule that seems necessary, post the idea in the suggestion box we'll discuss it – very short hash time – if necessary, a vote. For a foundational change, ie: an element of scoring, the vote requirement will be more than a simple majority to pass.

- During a season, if there is situation believed to require immediate attention: scoring, roster size, any thing that has an immediate affect on play OR function of our hockey or the league otherwise (such as disruptive conduct) – it will receive due attention.

Please never hesitate to bring any thing disruptive, over looked, errant, neglected to my attention or the league's


Set-up Basics
==================

- 80M cap – will change with the NHL’s
- FA bidding – minimum = 450k
- Waiver priority system
- Yearly prospect draft – 7 rounds w. draft lottery
- Trade deadline = Our Playoff start minus 1 day – reopens when the Cup is raised
- # of trades – limitless

- As of now free agent signings – prospect drafts will be held @ Proboards
- For any league business not held with Fantrax


Roster
==============

Team Roster = 4 C - 4 LW - - 4 RW - 6 D - - 1 G 5 - Bench 4 – IR Enforcer = optional, replaces another slot
Only players w. enforcer designation may be used as such
Farm Team = limitless
IR - there will be a TBD limit a player may remain on IR here once he's off NHL IR - likely 2 days. Violation = illegal roster


- 27 big club roster spots – do not have to use them all
- Minimum daily roster = 4 + 4 + 4 + 6 + 1
- No games played limitations –
- (technically) No goalie limits (# rostered) – it is expected a GM will find that carrying an inordinate # in lieu of other positional needs is not best for his team or the league
- Daily set rosters – upto 1 minute before each player’s game



Positional Eligibility
========================

Fantrax' biggest flaw is it's whack-a-mole style positional eligibility. Through many seasons and dozens of emails, they've no consistent or discernable system of qualifiers, pooling information from many conflicting sources. I will change these when I notice them.

Works both ways - If a player has 7 total faceoffs through 40 games = not a centerman. 200 faceoffs and not eligible will become so

Enforcer (optional - replaces another position in the lineup) - may change a little as we get into the season if the totals are off scale. Same with any other scoring categories

Prospects & Prospect Status
================================

- A prospect does not require a contract to be drafted

- Any prospect meeting the limits below of any draft class up to and including the current draft class may be selected. Future draft classes are ineligible

Up to the start of a given season:

- A. be 23 years old or younger

- B. Skater prospects are those with less than 50 games of NHL regular season experience. Goalie prospects are those with less than 25 games of NHL regular season experience

- Prospect Limitations: if a player is over the games limit and under the age limit he is no longer a prospect - A player over the age limit and under the games limit is a prospect. A player 25 and older and under the games limit is a free agent


- A prospect may be called up/sent down at whimsy until the 50/25 games thresholds are achieved or prospect status if lost due to over-age

If a player reaches 50/25 while in your minor league system he may remain there up to 1 month before the start of the following season – by which time the player must be called up, traded or released. If the player is called up during that season he loses prospect status. If an ineligible player remains in the minors beyond the limit he will be removed.

- Players meeting these prospect limits from over seas is a prospect, not a free agent

- Must use the callup/send down thread before making these moves. Each GM will use the same thread for their team with each up/down move (makes it much easier to check)

- Player’s cap hit only counts toward the team’s while called up


Should an undrafted player achieve the 50/25 games played plateaus they lose prospect status and become eligible in the Free Agent pool. Less than those totals may only be selected via the Prospect/Entry Draft


Prospect Draft
====================

7 round Entry Draft will take place on a floating date each off season. Live at every one's convenience - failing that we'll fall back to the slow draft format. Sandbag and be skipped. Sandbag twice lose the pick. - - - If a GM isn't willing to carve out a couple hours from their life for this voluntary activity they don't have time, temperment or interest to be here.



Draft Lottery System

draftpicklottery.com will be used for each Entry Draft or another prominent site should this one disappear or if any one knows a reliable site that options emailing results to every one - please let us know.

Each draft shall be with older unweighted style. The bottom 5 teams at the end of the regular season shall each have an equal chance to pull the prized position. The rest of the order will fill out from last to champ

If tanking/cheating becomes rampant a deeper system will be enacted and detailed should it become necessary - i do not anticipate using this system but if so - the Chuck Norris system shall reign aka a fist to the head

The very moment the current season's Entry Draft is completed the 2nd year's draft picks become eligible assets for trade



Waiver Wire & Free Agency
========================

- Waiver priority system – highest rank wins the player and assumes their contract

- Trax provides the ability to enter a want/priority list of players in the order of your preference. Should another GM place a claim on the same player you’ll get your 2nd or 3rd so on. If you need to drop some one and intend to buy them out be sure to select that player as your drop with each player on your waiver priority list

- Any player passing through waivers becomes an Unrestriced Free Agent w. the minimum salary of $450,000. a player loses his RFA protection regardless of age

- Bids must be made in $5,000 increments. Any thing lower will be invalid

- A player 25 and older is a Free Agent regardless of the prospect’s games played thresholds including players from over seas

Player's contracts expiring this season - Retain that player's rights if you chose. Either accept the new contract or let him go. If you choose not to keep the player he becomes a UFA, including RFA's. However once signed any RFA in this circumstance resumes RFA status. - Only for the 2015-16 season



Bidding :

Borrowing the FA bidding formula, gratitude to our Milwaukee Madman, Ryan for this - thank you sir.

- Done within appropriate forum thread. Create a folder for a UFA - keep all that player's bids within the same folder.

- Formula: Add the number of years you offer to the dollars – 4 years @ 5.5M = 9.5. Minimum bid is league min salary - $450,000. Raising a bid must be at least 5 thousand over previous bid. If penny ante becomes rampant the minimum raise amount will be increased.


- 48 hour standing bid – a bid remaining uncontested for 48 hours wins.

- Entry Level Contracts (ELC’s) – follow actual (prospect) player contract status

- RFA’s – GM decision to re-sign. If a GM chooses not to re-sign an RFA the player becomes available for league wide offers w. no compensation.

A player may only declare himself to be an unrestricted free agent if the player is at least the age of 27 or has played in the NHL for a minimum of 7 years. This does not mean sprinkles of games here and there. – Paraphrased from NHL rules

- UFA’s – moment our Cup championship is decided any player w. an expiring contract that season is available for offers. We will not observe the NHL’s July 1 st date.

Birthdays: to the player's birth year, not an individual player’s birth date

Contract lengths:

- RFA’s – may not be longer than 5 years
- UFA’s - may not be longer than 5 years
- ELC's - NHL default 3 years - no slides, no extentions


Restricted Free Agents

- We will not be using the compensatory system

Player Retirement

No contract obligations remain.

Extentions:

Franchise Player
===================

As with any thing, but esp. with newer posts, may change a little as its gone through again or if some one has a good idea

- Optional

- Ya only get one

- Announce within the appropriate forum thread

- May be applied to any player at any time

- Being our 1st season, if choosing this optional feature, a franchise player will be through the player's current contract. Kopitar just signed in the NHL + you choose him as your franchise = he is so through his current contract.

- May be rescinded any time without designating another but that player is then immediately available for other contract offers. IF the player is RFA and "franchise" isn't applied to another player, that player retains RFA status.

- Contract upper duration limit = 10 years

- 25% cap reduction for the player for the life of the contract and as long as the player remains the franchise

- RFA and UFA players may be tagged “franchise” – ELC’s may not (may change this)

- A GM may switch their franchise player at any time - announced @forum thread

- Franchise is ineligible for contract extentions

- Choose a franchise player - RFA UFA - who is off NHL contract the following season = UFA

- When applicable, the franchise assumes real life salary cap numbers - that is, circumstances where the player is not signed into our contract system from the NHL via contract expiration

What happens when switching franchises:

- Old Franchise becomes vulnerable to contract offers at the end of the current season, also remains UFA regardless of RFA qualifications at each contract expiration for that player as long as he remains with the same team. If traded and RFA compliant, RFA status restores

- If re-signed by another GM, RFA status is restored unless that player is not tagged the team’s new “frachise” which converts that player's status to UFA w. each contract expiration

2015 Franchising

Choosing a franchise player currenly under contract - less or more than 10 years = assume that player's contract details. Ex: Kopi is your franchise you assume his 8 year contract, not 10. Player signed to 12 years, you get 10. Yes this is mentioned in 2 places within the same post.

Trading
===========

- Unlimited trades

- Trade deadline = Our Playoff start minus 1 day – reopens when the Cup is raised

- Immediate processing – check your lineup to avoid an illegal roster

- Collusion (more below) in trading or any kind of cheating/subversive action will not be tolerated - Nor shall any trade that is screwball - ie: Crosby and Ovy for Dustin Penner, no offense Dusty

- Any asset is tradable. The only real limit is imagination. If you're able to arrange a 3-4-10 way trade, go for it Bubba!

- Salary Cap is a tradable asset either: as a stand alone or paying part or all of a traded player's salary. Please post these trades within the appropriate forum thread

- Considering "waiver" priority" as a tradable asset - TBD

If it is possible then:

- It may be traded for 1 week's use.. Each week of the season is not reasonable but 1 priority use may be held for as many weeks as the parties agree to up to the end of the season at which time they all reset

Code of Conduct

- Any thing not holding to good sense, decency and responsible, respectful conduct - including tanking for better draft position. We're not hand holding, ear pulling, babysitting adults who conduct themselves as a child, fool or any other behavior that is disruptive to what we all know is right vs.wrong. We don't spend precious time in fantasy sports for waste time horsecrap. We do voluntarily pledge our time to fun and for hockey . Leave the drama at the door – if you feel you’re not able to, please leave now. Spend your time any way you like, not other’s
- Respond to emails/correspondence timely. Not talking about during life emergencies or announced absence from the league. Some one sends you an offer or anything, respond. Repeated rude conduct will be penalized

- Penalties for irresponsible – rude behavior will be what ever I decide to be appropriate. Including but not limited to: points loss – pick(s) loss - ban from the draft lottery – size 12 see ya from the league

Definition of Cheating - Penalized w. extreme prejudice
===================

- Tanking

- Collusion to any end

- Intent to do so is not needed to commit either or any violation

- Any thing I haven’t thought of at the time of this writing

Do so:

1st offense = Lose any and all draft picks a GM has for the next entry draft including any acquired in trade at any point prior to the next draft, this includes after the offense. If a GM wiseasses and trades all their picks, beforehand, a premeditative, or after, to avoid penalty, that GM shall be removed from the league, no questions, no warning.
If a GM does not have any draft picks before the time of offense, that GM's 3 best prospects shall be put up for open bid to the rest of the league. Rare as it may be, if a GM does not have any prospects or low grade prospects which would defang this penalty, the GM's best player will be placed on Free Agency

If it is determined a GM prepared for a cheating and/or tanking spell by trading all their picks or attempting to trade their best prospects, that shall be 2nd offense and dismissal from the league without warning

2nd offense = exiting yourself from the league, no questions - no warning - all though this section is an announcement to that affect.
