You're maybe right. But I think he is underrated in a lot of leagues because he is a 3rd round pick. He is'nt owned in my league and I think he should.
And if you want my own opinion, he's already a better offensive player than JT Miller who's playing on the 2nd line. In a better team he would be close to a PPG player in the KHL.

There are rumours that Buch could be joining the Rangers in the next short while. This HFboards thread has all of the relevant links:

How good is this kid? I just picked him up in my Holiday Draft. Been hearing good things.

I think he's a great prospect, but I think you can see that from the above posts. Buchnevich has put up very impressive numbers in the KHL at a young age. He did very well in his international appearances as well, in the U18 and his two appearances in the U20. In 2013 he was widely considered a first rounder by talent alone but there were questions about his commitment to come over to North America. By all accounts he is going to be coming over, only question is when. Many believe he wants to come over at the end of his KHL season, but since he's been traded to SKA that will mean playoffs.
Could be the next Kucherov/Kuznetsov/Panarin in terms of not having to wait long for production. And I think his upside might be up there with those guys as well.
From a NYPost article with Gordie Clark, the Blueshirts’ director of player personnel.
Winger Pavel Buchnevich, whose North American debut could be deferred until next season in light of the recent KHL trade that sent him from last-place Severstal to playoff-bound SKA, is the prospect for whom the Rangers are keeping their porch light lit.
“I thought he was ready to come over for this season, and I told him that last year,” Clark said of the 20-year-old whom the Rangers selected 75th overall in 2013 with the pick they obtained from Columbus in the Rick Nash deal. “Pavel has a great work ethic and is driven to become the first player from his hometown of Cherepovets, Russia, to make it in the NHL.
“He’s been playing with men for a long time,” Clark said. “He’s not a pure sniper, he’s more of a playmaker, but his skills and his passing are incredible.”

The Rangers apparently will not be getting one rumored shot in the arm any time soon. There had been international speculation that forward Pavel Buchnevich, 20, who has played well in Russia’s KHL, would have his contract terminated with his club on Dec. 25, making him eligible to sign with the team that chose him in the third round two years ago. But Buchnevich was traded Sunday by Severstal to SKA-St. Petersburg, a contending club coached by former Ranger Sergei Zubov, a key member of the 1994 Stanley Cup team.
So Buchnevich seems almost certain to finish the season in Russia. Alexei Koznev, his former team’s general manager, said on the Severstal website, “It isn’t a secret that Pavel will go to the NHL soon.”
Buchnevich is 12-17-29 in 40 games this season. He was 13-17-30 last season in 48 games for Severstal.

Pavel Buchnevich on SKA top line with Kovalchuk and Kadelkin v CSKA. Igor Shesterkin in goal. #NYR
He played 3 games on the SKA 4th line. Last game he was on the 2nd line I think. And now on the 1st line big opportunity for him. But no point after the 2nd period.

3 pts in 10 games with SKA.
I'm still of the belief he has a strong chance of not being a significant producer in the NHL right away. I like him as a prospect but in shallower keeper leagues I don't think he's as valuable as the hype. In deeper leagues he's much better off because he can still hold a spot at the bottom of the roster with mediocre production.
