Nothing else strikes me as 'too low'...maybe Carolina, they're bad but not 66-1 bad.
I agree, those are the best bang for the buck
I still don't think they happen but the odds are better than what they are paying

Does this make sense? Do people do this?

If I bet $1000 on ANA, STL, SJ, MIN, COL, DAL PIT, NYR, TB, MTL, DET my bets would total $11,000
The lowest paying odds would be PIT/STL/ANA at 12/1.
If one of them wins, You would receive 12*$1,000 = $12,000 so $1,000 more than you spent. (The other 8 have higher paying odds than 12/1)*

Obviously if one of the other 19 teams in the NHL wins the cup, you lose $11,000 BUT makes sense right?

Maybe I should put $10 on them and try and win $10 (Worst case I lose $110) haha!

In theory yes, but I don't know how I'd feel about betting against LA, CHI and BOS.

If I was a betting man, I'd do the same thing but with the top 7. CHI, LA, BOS, ANH, PIT, STL, NYR. That eats up about 70% of the odds, you bet $7000. Min payout (CHI win) is $7,000, max is NYR at $16,000... or you lose everything by some crazy fashion.

Yeah would definitely be a tough bet to make!

Not to mention hedging your bets later on in the playoffs.
