Need a GM/Owner in a "Money" Dynasty/Full Keeper League

I am in a full keeper league and one of the owners/GMs decided to leave. We are looking to replace him. League details are as follows:

League started in 2000 (I've been in the league since 2003)
20 teams (23 man rosters which include 6 prospects/prospects are any player regardless of age who has not played in 80 NHL games)
Full keeper ($125 ANNUAL LEAGUE FEE; payouts for 1st, 2nd, 3rd and 4th place as well as top C, W, D and G)
Start 2 C's, 3 W's, 3 D's, 3 UTL's (F or D) and 1 G
Set line-ups weekly
League scoring as follows:
Forwards - G = 2 pts, A = 1 pt, SOG/Hits/Blocked Shots = .01 pts, +/- = .02 pts, SH points = 1 pt, Maj Pen = 1 pt
Defenseman - G = 3 pts, A = 1.5 pt, SOG/Hits/Blocked Shots = .01 pts, +/- = .02 pts, SH points = 1 pt, Maj Pen = 1 pt
Goalie - W = 2.5 pts, SO = 1 pt, OTL = 1.7 pts, SHOL = 1 pt, Svs = 0.1 pts, GA = <0.7>

Is the prospect draft done. How many picks in 1st round for this team.

Prospect draft is done (its one round only) and the GM who left did not pick and then left the league. We do a one round draft annually with the 5 worst teams in a lottery for the top pick and the rest of the teams seeded based on record. This league does not allow the actual trading of draft picks but draft day deals are fairly common.
