I read about that somewhere. I think, and I'm paraphrasing, that under the newest CBA, if you don't re-offend within a certain time period (maybe two or three years?), then your record is wiped clean and you start over.
If that's the case, then your beef is also with the NHLPA.

NHLPA is a disgrace with this clause in the collective agreement and the NHL is a bush league for not fighting it.
The Repeat offender clause should be null and void after 2 offences, Cooke has half a dozen. Basically, according to the CBA, Cooke or any player for that matter can maim, injure, take out an opposing player every couple of years with no long term repercussions.
