Hard to say just how bad that offer is, because I can't tell if this is a one year league of a keeper.
Looks like your IR situation is fine, with only Rinne and Boyle, so you have no need to trade for such a mediocre goalie. If this is a roto, I would decline in 2 seconds and ask him to make a real offer. In a H2H I would decline in 1 second and not bother with the other team.
