Need a site recommendation

Hey guys,
I'm wondering if there's a better site to run my league on.

We currently use pickuphockey, but it doesn't allow the tracking of a bench or for GM's to submit their own rosters (meaning our commish has to do it all). We've used it because it allows us to use a special Enforcer position (they can be D or F, it doesn't matter), which is essintial for adding some dimension in a Cap league.

I'm wondering what the best site you've found that can fill the following needs:
- Track 1 special skater in any position (we need only 1 player to be able to get pts for PIM, not the whole team)
- Show the bench for each roster
- Allow Gm's to make their weekly moves
- Be free, or cost under $20 to run the whole league
