Give the market a chance to what? To not give a shit about hockey, like most US markets?

Exactly. Jaded people scoffed at the idea of the NHL returning to Winnipeg, then they sold the amount of season tickets needed within minutes. Canadian fans are rabid over their hockey - Quebec City is / was a great market in terms of passion and love for the game. Economics were the main reason the Nords had to be relocated - many things have changed since the mid-90s that will help a new team in QC.

I know Seattle committed $200 million to build a new arena. Are they still going ahead with that now that the Sacramento Kings aren't moving there?

    I think it'll happen... Seattle.

I've always gotten a "vibe" from Bettman.
Like... you could feel it coming.

I could feel when Atlanta was going to go.
You could feel the realignment coming and Detroit to the East.
You could feel that Bettman would give Phoenix one more shot (LAST year)... even knowing that they weren't going to stay.
See... Bettman can now say... we gave them {Phoenix} a fair shot.

Phoenix is a bit of a struggling team... so I think Bettman would see relocating them to Seattle as a better fit.
Both geographically and based on a similar "funding" structure.
Also, scheduling for next season is certainly underway by the mathies... and it will be much easier for them to stay West.

    So... my thoughts:
    1. Phoenix goes to Seattle. This summer.
    2. Toronto gets its 2nd team and Quebec City gets their 2nd team in 2014 or 2015.
    3. Florida & Tampa Bay will be bounced to the Western Conference.

Final four conferences of eight (32 teams total - ideal, mathematically):

    NW: ANA/LA/SJ/COL... SEA/VAN/EDM/CGY
    Central: DAL/MIN/WPG/STL... CHI/NAS/FLA/TB

    NE: DET/BUF/BOS... TOR/TOR2/OTT/MON/QC
    East: PIT/PHI/NYI/NYR/NJ/WAS/CBJ/CAR
