NHL and NHLPA agree on an accelerated compliance buyout period
Teams will be allowed to use their compliance buyout now up until the start of the season. However players bought out under this accelerated buyout window will still fully count against salary cap this year and teams will be on the hook for the full salary this year. There'll be a second compliance buyout period in the summer as agreed in the CBA.
So basically this just allows Montreal to buyout Gomez and Rangers to buyout Wade Redden right now so that those two can start seeking a new contract immediately instead of just sitting at home the rest of the season.

Could happen but he'll get his chance to show he's still a capable NHL D-man. And Barker's not really a fair comparison as Redden's been a very solid D-man while Barker's always been a disaster in his own end.

Unless I'm reading this wrong, the team still has the hammer on the buyout decision and this new CBA wrinkle doesn't give any financial/cap incentive for them to do it. No real cash savings. No cap savings (or at least, no NEW cap savings as compared to the previous version of the new CBA).
Why would the Habs buyout Gomez at full price now when they can do it at a cheaper cash price in July? And maybe have Gomez play against the Habs this year?
That's a helluva generous move...

the prices and cap hits are identical no matter if they are bought out now or later
I really don't get why an NHL team would do this. Wouldn't it be better to trade that player to another team and pay them 90% of the salary, then buy the player out in the summer? The only advantage in buying out now is to give the player the oportunity to make more cash elsewhere...
