Pittsburgh cleared a lot of salary, presumably for their efforts to get Suter/Parise. Another reason it could be them - spending the money on their plan B.

If I was Doan, I'd go to the Pens on a 4-year $16M contract, and I'd be betting good money that during those 4 years I'd probably have a couple of great shots at winning the Cup, maybe more. That combined with so many other positive factors (great coach in Bylsma; playing with young studs Crosby/Malkin/Letang; great owner in Lemieux; winning tradition; solid fanbase and opportunity to contribute to the community (big for Doan); far better travel schedule; far better availability of competitive hockey for his four kids) would do it for me. He'd balance that against the major relocation of the family from west to east, far from a negligible consideration.

I really can't see Shero offering that kind of money to Doan. Sure he's made an offer but I'm sure it's a reasonable one - and a one that isn't the highest one.
Carolina is desperate for some more offensive help. They went after Nash - no luck. They went after Parise - no luck. I'd say it's a pretty good chance they've made the rumored offer to Doan. They need to overpay to lure Doan come to Carolina instead of all the other teams that are after him. They have the cap space for that type of contract both in the short and in the long term.

Kunitz 26 goals, Dupuis 25 goals, Kennedy has scored 20 goals before and so has Sutter. Cooke scored 19 goals last season. There's already some good secondary scoring behind Crosby, Malkin and Neal. An upgrade to Crosby's wings would be ideal but not getting it is not a hindrance to Cup hopes. Pittsburgh already won Cup with worse wingers than what they currently have.
The D is also fine personnel wise but the execution has to be better. When the defensive systems fail, the players look bad. That's what happened this year. So the coaching staff has a lot of work to do. Letang, Orpik, Martin, Niskanen, Despres, Engelland, Bortuzzo, Strait. I'm comfortable with that group. Sure there's a lot of questionmarks with that group. Orpik and Martin has to have a bounce back years. Niskanen needs to keep improving. The rookies need to be solid. But that's a capable group of D-men. Letang is a great #1 D-men, Orpik and Martin are experienced and proven top-4 D-men, Niskanen is at worst a good #5 D-men, Despres is ready to become a regular and has high potential, Engelland is the ideal #6 D-men, Bortuzzo and Strait have paid their dues in AHL and are NHL-ready now and both would already be decent bottom pairing D-men.

Story in the Vancouver Province today that the Canucks have made Doan a 3 year offer, $$ unknown. If I had to guess, I'd say they offered him $5.5-$5.75 per season, i.e. within their salary structure but quite a bit lower than the mystery 4 year offer from the Eastern NHL team.

So it sounds like Doan is only willing to take less money from Phoenix, and is expecting other teams to match the 4 year $30M offer that he was given from this alleged Eastern Conference team.

Shane Doan wants $30-million over four years if he leaves Phoenix Coyotes, source says. That will scare off more than Detroit Red Wings.
That’s a joke Doan adds a lot to a team but I think 4.5- 5.5 a year is more than reasonable. I hate when a desperate team in flats a players worth!

Since people have argued that Doan is a much better player than Semin for a team I can't see how anything less than 7 million makes sense.
