A buddy of mine just bought this at a garage sale, and he can't figure out the artist or the name of the print. Does anyone recognize it?

Thanks so much, I thought it would take way longer for someone to recognize it. He paid $100 for it. Any idea what it might actually be worth? It's about 24x40 plus the size of the matte and frame.
